Inclusive Education in India and Russia: A Comparative Analysis of Legal Frameworks
Abstract
This article addresses the question of the comparative analysis of legalframeworks in the inclusive education system of India and Russia. Theobjective is to consider the issue of inclusive education. Despite thedifferences in mentality, special conditions and features, India and Russiahave the same problem in this sphere. The main problem of the system ofinclusive education in India and Russia is the lack of specially trainedteachers and detailed developed legal frameworks. India and Russia haveno all-Indian and all-Russian law about inclusive education. There wereno significant differences of legal frameworks of inclusive education inIndia and Russia. There are significant differences in special conditions oftransition to inclusive education in India and Russia. The lack of necessaryconditions in schools and the lack of government policies and finances arethe main barriers to inclusive education.
